Crown Prince of Dubai arrives into Cologne (CGN - Koln/Bonn) on an unannounced visit to Germany. The armoured Entourage arrived around 20 seconds after the Aircraft had finished taxiing, ready to be escorted by the German Police into Cologne.

Probably the airport knew of the arrival but it wasn't publicly announced it would come. But I understood from a local spotter that this visits happen all the time.
